Actually, it's not an entirely new idea, though it's a good idea of course. A themepark in the country where I live (Netherlands, themepark is called the Efteling) has a large fat fairy tale character with a wide open mouth as a dustbin. It keeps saying 'paper here!' (well, in dutch of course) and when someone tosses in some trash through the mouth, it will say 'thank you!'. It was implemented many many? years ago, and really solved the littering problem.

Hmm, this might work,? at least in the beginning. If you put these trash bins in a city or in an area that doesn't have a lot of tourists, people would eventually get used to these "funny things".
